If you use Chrome or a Chrome based browser, don't overlook the 'copy link to highlight' feature to link to a section of a webpage.
Select a bit of text on the page you want the link to scroll to, then right click and select 'copy link to highlight' from the menu...
...and Chrome will copy that link to your clipboard ready for you to paste. When the link is clicked on, the page will automatically scroll to the text you highlighted.
