I saw a member in the community spotlight earlier, he is a Tour Master, level 89 and an average of 58 point something. Why didn't he go over Legend when he reached 61?

Number of ranked rounds also needs to be taken into account..maybe this player hadn't played the required number..50/60 I believe it is.

I had over 430 ranked rounds as Master and didn't get Tour Master until 62 average. This was done Oct 15 of this year.

I'll assume you mean 62.99 (or .98, etc.)?  63 or less is the average required to become TM.

You need a prescribed  number of ranked rounds, AND an average less than a certain number (63 and 61 for TM and Legend respectively), to advance from one tier to the next.

Assumption wrong.....as I eyed that average with a vengeance. I too was told 63 was the Tour Master mark, therefore I was watching my average like I was looking at a Kardashian ass. hehe.  I went from 62.15 (which I was still a Master to 62 even and then got the Tour Master.
