I didn't see this earlier, so I started playing at 10:15 Pacific and ended playing at 10:45. Was the downtime cancelled?

Yup, the goals are based on level of CC, not size/membership. They make no sense.
I'd also never seen these "CC goals" before. But after reading about them, I found where they were, but I doubt I'll ever look again.
If they were monthly, or quarterly targets perhaps!
