Yes, that's correct. The entire course was not photographed or mapped. Nico said that, for many of the CTTH courses, they only did partial photography. There is no hidden trove of photos they can dig out and stitch together (along with all the other stuff they do) in order to release a full course. They would have to go back to the course again and start from scratch with new photography in order to develop the CTTH courses into full courses.
