What is generally the 1st upgrade a new player should look to make?

Driver, then putter would be my best advice.

Looking at the prices, if I were you I might just get another 30-40 (estimate) rounds under your belt and move to the pro tier and get the 245 yd driver for 250 credits, definitely the best value.

NJ, Bollox is the #1 golfer here, so sage advise indeed.

Especially the wait a bit advice.  If you ramp up your clubs, your tier will climb and you will be at a higher level than you are ready for. Enjoy the free clubs at the lower levels and get your game good without the gear. I have seen a number of players hit really well with the free clubs. I bet they would just ROCK with better clubs - save those games for some tournaments once you realize you have good game - you will quickly be a Tour Pro before you know it and then you have to start playing well. I am practicing lots and playing lots of CTTH as a Tour Pro who just bought some nice clubs (G10s) so that when I start playing ranked rounds regularly, I will be ready to play Master.

Last, you play a LOT of CTTH (all?) so not sure the driver or putter is right for you if you plan to  play CTTH only. You will never level up playing CTTH btw, but if you only play that - I would think irons or wedges would be better for you.
