I have hit this shot many times on St. Andrews 4th hole and have landed in the same rough without losing ball. Today WGT tells me ball is lost.

that's just the area thats marked out of bounds. I suspect it's how it is on real #4 at STA.
I was suprised to see you aim that way and you must have hit way late. in that wind, i usually aim 30 yards left of where you started.

it's not out of bounds, and it's not just rough... it's in the gorse, lost or unplayable; since there's no unplayable it's lost. Unlucky bounce.
If you find your ball look for mine also I should have about a dozen in there.
