I try to shape my short game shots to suit the situation, club up, change from a full to a flop shot or a pitch and I get thin shots that "clunk" and go half the distance the club is rated at....what am I doing wrong here??  Up clubbed to a 3 wood from a Hybrid to go against a 13 MPH wind 185 yrds from the green , off  of the fairway and the ball traveled 172 yrds into the greenside bunker..... what's up with that????  Trying to chip...the hole is 9 yrds away so I back off to not over shoot and the ball goes 1 or 2 yrds and I'm screwed....

What's up with that is that now you know your 3 wood flies only 172 into moderate wind and that if you try to baby a chip out of the rough it'll only go 1 or 2 yards.

On the first shot, the total distance clubs are rated is carry PLUS roll -- IF you hit the ding. Out of rough I will almost always goes with a shot that gives me the fullest swing so the clubhead gets caught in the grass. Don't chip unless you're certain that the ball will land on the green. (some say don't chip unless you're within a yard or two of the green; that's pretty conservative, but better than missing the green again).
