Whilst I am sure most players are not cheating, there is little doubt that some are, and this seems possible using multiple accounts. In order to prevent or at least negate some of this, if players were only able to upgrade clubs when the clubs were linked not only to the level of the player, but also his tier, it would prevent so called 'hacks' buying better clubs without attaining any proficiency.
