Actually since the acceptance of the word "Damn" (I have no clue when that was), it's widely regarded as follows...
"To declare (something) to be bad, unfit, invalid or illegal."
Because the origins of the word are derived from the word "Damned" does not mean you can automatically reduce the usage of it to be past tense.
Also you could argue the historical meaning of the word "Damned" (which at one time merely meant "Hell") which has changed over time and with usage, would not be correct in my sentence or in context of the OP.
Also I agree that this (damn vs damned) is a conundrum, with countless origins and arguments in favour of each, and could be debated till the end of time.
So now we've had that Dictionary slap match...
