It is very unfair, and it has been said many times before. The response usually seems to be that the 'deal' was done with the US-part of a worldwide product and so the offer is only available to US players.
USA do seem to get the cream of the free offers, whereas some other countries get nothing. And I suspect that with WGT having only a small workforce this is unlikely to change in the near future.
