Levels are from 1 to 111 (no known ceiling), they come by collecting XPs (experience points). There is a thread "reference table" in the forum showing the numbers at least up to level 100.
Tiers (e.g. Tour Pro) are related to the scoring average in ranked strokeplay rounds. With a certain average and a minimum number of rounds in each tier players move up, starting from scratch after that.
