I think the OP is talking about CC tourneys. Tournament green speeds have been available there for a very long time and you have to wonder why champ greens aren't available now given that they are an everyday condition for TLs.
If you read my post correctly you would see that that is what I was talking about. We had tourney green speeds for CC tourneys as soon as CC tourneys started but didn't have them in Practice mode. So if it took then that long to do that it might take them that long to give us championship greens for CC play. That was what I meant.
