Just a stab in the dark here Valhalla but when i come across some funky stuff like that, i will do a whole system clean up. I would do a system restore to a time when your system did work correctly. If that doesnt work, then im afraid its time to roll up the sleeves, and get the kettle on. Im not sure if any of this will help, but you can at least rule them out if they dont work.
Here are a few options to try. Download and run a free CCleaner from here:

Clean the registry files on there also, using the CCleaner.
Run a free malware/antimalware scan using this download:

Then do a disk de-fragmentation on your Laptop/pc from the windows search box. As i said, not sure if they will help, but probably worth a try.
