I assume that you mean "regret to tier up to Champion"...
1) Competition is stronger in the higher tiers - only the best arrive there.
2) More players in lower tiers fear their skills and back off from matches with them, which means less matches and more idling while waiting for other players.
Plus, AFAIK, there are no Champion only RGs and Brackets - whichever consequence it may have.
