I've played congressional several times but only when someone else creates a group and invites me to play a match. But if I want to play a match or stroke play game against anyone else, Congressional just isn't an available option? I just finished the us open qualifier (epic fail btw) and I still can't play it? Is there some sort of tutorial I have to watch before it opens up to me? Any help would be much appreciated.

Hi yes it is available just for not single player.

Go to champtionship zone, and create a mp game or match play or a/s play

To play Congressional solo 9 hole or 18- goto Join Group -select Stroke play-up in the top right corner, change mode-then click on stroke play and it will let you tee off.
