  I have no idea what course Builder is or how it is used can someone please explain it to me

  It's being used in the second step of handling CC Custom Courses.

  Step 1, providing that you have proper permission by your CC owner (in his owner's tools), is to create a CC Custom Course in your CC's Tournament section.

  Step 2 requires another permission by the CC owner to create tournaments with those courses. For each tournament (even a multiround one) one Course Builder is necessary.

  I could be wrong but if anyone purchases a course builder, they can build a course, as long as not all 10 have  been taken.

  10 CC Custom Courses per CC, true.

  Otherwise not.

  You don't need a Course Builder to build a course but to publish a tournament on such course. Please read my former reply.
