Are there particular level/tier/score requirements to play Pebble Beach - when I choose it all modes are greyed out.I have Pro, level 49, avg. score 77.45.

It's simply not available on WGT at the moment (possibly legal issues? no one will say).
All of the courses on WGT are available to all players at whatever tier or level.
IS that strictly true? As I have access to only 8 courses for strokeplay. No Wolf, no Bali Hai. ONly the very same basics I started out with 3 months ago.
How can you unlock these?
There are a number of courses - like Wolf and Bali Hai which you mentioned - that are only available in CTTH format - not full stroke play. The stroke play versions of those courses do not exist.
