The various pin positions were 'shot' when they produced the course, as evidenced in a screen capture from someone not long after RSG came out, where the WGT markers for holes etc hadn't been Photoshop'd out, as well as the video WGT produced which showed the same. Not sure how much more work it takes to release new pins, but I wouldn't hold thine breath.
I think the same applies to Congressional and any new courses that come along.
