I did. When you shoot a ball out of bounds, you get a penalty shot (same goes for water). So your next shot is No. 3. You shoot another 1 in the drink, your next shot is No. 5, etc.
So if you lose a ball with every shot you take, you can only lose up to 5 balls on any par 3 or 4 and 6 balls on any par 5, hence 94 max lost balls (per 18 holes), the rest are penalty shots (you wouldn't even be credited for them with XP points - hit ball experience).
I'll give you poetic license though, just don't ever question my math skills, they're just fine ;-)
Edit: P.S.: I hope you're not putting them all in the same spot in the water. The inevitable build up might make them reach the surface and some poor unsuspecting soul who hits the pile will see his ball ricochet and hit the moon (considering how balls react when they hit anything other than grass) ;-)
