That stat is not how many he makes, it the % of all the putts he takes that are 1 putt. It speaks more to the GIR than anything.
Not sure if your understanding of the stat is incorrect, or if your explanation is just imprecise.
Part 1: What the stat means: It must be looked at in terms of greens putted. If a player putts 300 greens and 1-putts 100, 2-putts 100 and 3-putts 100, player will have 33.33% for 1-putt%, 2-putt% and 3-putt%. In the above example, player has taken 600 putts. Your statement "it the % of all the putts he takes that are 1 putt" could mean 1 of 2 things. 1) Player took 600 putts, and 100 were 1-putts. 1-putt% would be 16.67%. 2) Player took 600 putts and the last putt on each green was a "1-putt". That's 300 putts made out of 600, 1-putt% 50.00%.
Part 2: Relationship to GIR: The stat is somewhat related to GIR, but it's likely to be a bit inversely proportional. If you miss a lot of greens but are able to get your "birdie shot" close, you'll have a lot of 1-putts. The true relationship here is "how close to the hole is your first shot that hits the green" - whether it's your first shot or your 5th.
