this is not the way golfers should behave, golf is not rugby,it is a classy sport and there must be fines or penalties for spitting.

I find the spitting to be a disgusting habit, too, but understandable in his case. Tiger Woods has multiple allergies, many of them to things on the golf courses. They produce phlegm. In his case taking multiple drugs to suppress all of them are not an answer.
Tiger is the most photographed and followed golfer in the world. When he spits, even for health reasons, it's going to be on camera.
Rather than simply condemn the practice and suggest fines, what is your positive suggestion to solve his problems while still allowing him to maintain the sharpness needed to play the game at such a high level?
