Yes Alosso, you are correct, the prefix hyper usually denotes excess or exaggeration, e.g. hyperinflation in Germany in the 1930's was x00%.
However hypo is more complex, at it's basic it means lower or less but it also has more scientific (usually medical) meanings too.
