Something you need to know, is that tier based RGs, WGT can have you hit off of any tee they want, as well as changing the wind conditions and green speed. In an open tier RG you hit from your tees always, and they can change up the wind and green speed.
So in some of the tier based RGs you will be hitting from pro tees or even amateur tees. So in reality, if you have a bunch of TMs that are at say level 75-80, they could have Drivers hitting 282 and irons with really good spin and trajectory. If they are at higher levels it could be even better than that.
Even from the back tees, for me, with a decent wind set, there are 4 reachable par 5s and a possible 2 reachable par 4's. That's 6 putting eagle chances. If they are hitting from even closer tees, there may be more. I don't know, haven't looked at the hack/amateur tee yardage nor the pro/TP.
Again , not saying there isn't sandbagging and multi accounting happening in the lower tiers, but you would need to look deeper at the tourney you are talking about and each indivdual. It may not be as unbelievable as you think
