each tier should have a % of total distance travelled.  For instance.  BP #2.  After landing on the front of the green from 140 to the pin, using my 150 club, tour-sd ball, max backspin...landing front of green...DIDN'T hold.(BS by the way, don't care how you excuse it, kinda like how cincy lost to the browns)..chip from 13yd, choose sw(11yd), and 3in downhill....rough lie, 20%-25%...ball went 15 yards!  I don't care what you say, but that is just flat wrong!  You need to have a % chance the ball will go said yardage depending on your tier.  No freak results.  That isn't golf.  As a Tour Master, I should have a 90% certainty of how far a particular shot should travel.

Or...even have a percentage chance of a flier when in the light rough.  This is something that would make the game much better...Even thr Tour pros guess wrong on fliers from time to time!
