Being English I had to look it up myself. It means side spin on the cue ball.
I take it not pool players.
You can hit above center on the cue(white) ball for top spin(will make the ball either come off a cushion faster or move at a forward rate after hitting a ball.
English is used to get the cue ball into position for your next shot.
I digress, but I learned about 'english' while putting spin on the ball playing 'Tennis' or circa. 1972 when we got the Magnavox Odyssey; the first commercial home video game console. It was a challenging aspect of the game, for sure.
English can really change a Ping Pong game, also. If my brother put spin on a ball ,the ball would carom off your paddle OOB, unless you put counter-spin on the return.
My friend won a game of 8-ball..our rules state that you have to hit the 8 ball on the last shot and to hit it first, etc. My ball was blocking it in between. He put the stick up and came down on the cue ball so the ball hopped over mine and knocked the 8 ball in the corner pocket.
