Would it be possible to make the top person on the list be host of game even though they did not start game? It would save a lot of time. I have selected to join a game numerous times, I appear at the top as host but don't have control to invite players!?

I think whats happening is you are looking for a public game and then you join and become host, but the game is still public, so it's open to others.
But, that also means you cannot invite others. It's one of those things that maybe good to improve but I doubt it'll happen anytime soon.
