Want to make a couple things clear....
Icon was moved for a couple different reasons. He is a Mod and we need someone to test out the new tier on Live. We could of made a player and pushed them up, but this way everyone knows who it is. Quite frankly if he was still able to play for credits and tournaments he would most likely be one of the first invited to become a Tour Champion. So people need to just relax and calm down.
As to what the new tier offers, for now it is just prestige. In the future we may add some other benefits but for now it is all about joining an exclusive new tier.

Sorry, as most know I do not slam WGT often - if at all - but this one I just have to say will be my worst ever.
First of all, WGT did not move Iconian to Tour Champion - WGTIcon moved himself to that Tour Champion status.
Second, if you really wanted us to believe the reason WGT wanted to test the new tier there is a really simple question: Why didn't Iconian spend a week or two in Champion Tier playing that tier until a few others got there to test that one rather than doing both in a minute or two?
The more important question however - and you said it yourself - "We could of made a player and pushed them up" So why did you not do that before the release, test it and delete the account so it would not look so blatantly silly?
Heck you should test everything before it is released.
With all due respect to Iconian's abilities - his account should be disabled and deleted by WGT to maintain a sense of fairness and transparency.
