You could create a basic page of your generic template and instead embed a web-based IRC client that's pointed to #WGT on the Gamesurge IRC network. We've only been there in an unofficial capacity for 8 years now. We even hosted a few "Chat w/ MisterWGT" sessions a few years back.
Gamesurge masks hostnames and IP so privacy is assured. If you don't put the friends list on the page it should run with little expense to the user. They can chat with their club mates and play simultaneously.
Once connected to the 'hub' channel, people can easily jump off into their own chat rooms, password protected if they like, and/or stay in the 'lobby'. It is basic group chat with a 1-on-1 private chat feature. No voice, since not everyone is comfortable with that.
Take a generic page (like the replay landing page), remove the "SHOW REPLAY" part, and drop in the iFrame provided below. Congrats, you now have a user-driven, privacy protected, integrated chat medium at literally no expense to WGT. You can even claim "Unofficial" and stay hands off.
You can't ignore the free ad revenue can you? =)
