WGT is a photo realistic game. For an 18 hole course like St. Andrews they had to take 200,000 to 300,000 photographs. A sizable % of those photos have to be made of the greens and hole locations.
The wind direction is modeled per hole, not per the whole golf course.
They don't have the photos to do what you are asking for 5 or 6 hole locations to choose from. An example is the 2nd set of hole locations on the Kiawah course. In addition, providing 5 or 6 hole locations for each hole on every course would require adding a lot of programming.
While WGT is the most realistic golf game on the Internet, and is pretty remarkable as it is, we often can't apply real world logic to the virtual, or make-believe environment that WGT is.
