Good question - Welcome to WGT by the way!
Please bear in mind that WGT was founded for the profit of those who own it, but occasionally their rules benefit players (especially new players). If it was allowed, people with bags full of money could try to "buy" their way to the top by purchasing the best equipment (and balls) available. Unfortunately, a novice player with the best possible equipment, (probably) would not fair well against those with greater experience, and would loose interest pretty quickly. WGT is in this for the long run & teasing you with better balls and equipment serves as a kind of incentive to keep you playing.
To answer your question directly, no. You are only allowed to buy or use equipment that is rated at or below your current (experience) level and higher level players may not gift you anything above your level.
