Your assumption is incorrect.
As an Oregonian, when it was announced that Bandon Dunes was going to have a course on WGT I was thrilled. Well that was until I heard that it was going to be the Best of Bandon Dunes Par 3 holes (IIRC they had 29 to choose from among their 4 courses).
Once I saw that I called the CEO of Bandon Dunes to lobby for doing one of the three main courses they had at the time. After all, Pacific Dunes course was ranked second best golf course constructed in the last 50 years and 3 of the courses there rank in the top 100 best golf courses by Golf Digest.
The CEO put me in touch with the Chief Operations manager and he explained to me the economic reality faced by Bandon Dunes in making their decision. Bandon Dunes had to pay the cost of WGT photographing, mapping and programming the holes. Simply put: one Par 5 hole would cost more then four Par 3 holes as the amount of photography, course mapping and programing is way more complex if it is more then a tee box and the area around a green.
