The Peoples Club has a Handicap system. Ours follows the USGA Handicap Manual with just a few modifications.
First, we use a WGT developed a specific Course Rating. That is done by getting the average of the top 15 scores in 20 (18 hole) Ready Go Tournaments that are open to all levels AND cost 500 or 1000 credits to enter. For the Slope Rating we use the USGA Course Database numbers for each tee position.
Second, we altered the USGA handicap manual requirements for developing member's HCI as follows:
1) We use the best 10 of the last 15 (not 20) rounds;
2) Those 15 rounds have to be played in the last 120 days (not 1 year);
3) No more then 3 scores can be from the same "course" where course is defined as front and back 9s as well as the full 18 are different "courses"
4) The 15 scores must be 15 different CC Tournaments that are not played on a Best of or Bandon Dune courses,
The difficult part - grabbing the scores and calculating individual member's HCIs - is done by an automated program that takes a few clicks to do all the work. Our database of member's scores is incredibly large as have ~50 CC tournaments each month and the data goes back to February of 2014.
