How are some players getting Rii club and their level is no where near 80.

They probably bought them during the change over last summer. There was a period when there was no such thing as levels and tiers, just tiers.
Sarge, you're thinking of the R9s. R11s weren't available last summer.
Woodo, there are different versions of the R11s, not all level 80, this R11 version is available at level 29 for example
