In my high end video editing/gaming PC, I'm running a 12 core i7, 32Gb of ddr4 ram (using only 14% resource) a GTX1080Ti GPU,Logitech G502 gaming mouse @ 1000poles per second setting, 2x SSD's in raid0 for games and operating system, and Fibre Ultra high speed internet connection. Nothing in the home network streaming or updating (I disconnected everything)

No scans or major background apps running.

The latest flash is installed. Tried Chrome, IE,Mozilla Firefox and Opera...

    AND still getting stuttering meter

I can play ANY game on ultra settings at 60fps, yet this silly flash game still won't run right.

Even moving the aimed spot around isn't smooth

Lots of threads on this. Try running an older version of Flash (v29). Maxthon browser works for me.

Nothing wrong with Flash according to the tests

It seems to be Flash not working well with some browsers. Maybe it's just a WGT thing, but it's been fixed by many by using an older version of Flash, either by downgrading or by switching to a browser with an older version built in.
