Legend to Tour legennd. How?

  I am legend now but my avg 58.98. 1163 totál ranked rounds so What can I do ?

  Continue playing ranked strokeplay until you reach 500 LEGEND rounds.
  (you have less than 200 right now).

  The easiest way for you is simply to count them.

  Your score history goes back to you being a TM, you could simply look at it and count your Legend rounds (remember not par 3's etc).

  If I counted correctly.  If I count all round since the last TM round I see, if all counted at Legend the OP has 128 rounds, still needs 372, before saturation.  All all players rounds counted  between when I see the last TM and Legend may not be at Legend tier.

  Plus, as mentioned earlier.  Ranked rounds in other tiers don't count, it's 500 as a legend.

  I also agree, needs to play more then f9 at PB.  Rounds elsewhere OP shows will just hurt him.
