Just reading here. Players have the problem and post about it. WGT acknowledged it a while ago.
@bluechew-Somebody told you wrong. All you need to do is play and the points accumulate. When you have enough you get the next level. You may be mixing levels and tiers up. You need a certain amount of rounds to advance a tier when your average is right but the levels don't factor in. All you need is playing points for them.
