Could someone explain the following,  Your are playing a round and you are on the tee with a 15 mph at your back and the next hole is in the same direction, you get to that tee box and the wind is 17 mph in your face??

I guess it's to stop players restarting games to get the winds that suit them.

Good comment, I have asked it many times since a course like Kiawah runs north and south on about 16 of the 18 holes.  In WGT there is no continuation of the course, each hole is a world to itself.  The wind speed is constant, low, moderate or high stays for the round.  The wind direction is variable to each hole.
