Flop is one of the most precise shots (if not the most) in this particular game. Within a range of 35 feet you can be deadly precise.
At legend level you have already mastered to it's maximum & not going in the hole it is a matter of hitting the ding or not, however landing your ball within 1-4 feet is a normal result.
Wind has particular effect on the flight indeed, so aiming considering the wind is crucial.
I normally give 100% back spin to my flops so when the ball land is just a "dead" landing, although when the range is just a bit over or several feet over, I will even add top spin. I have noticed that when flopping to up hill flag position will give lots of back spin (probably because I use the Cleveland wedges) then I add a bit of top spin.
Still unbelievable some legends can not flop & hit full in a 10-20 feet shot from fairway, rough or fringe. Must admit some are just so skilled that get the along with the shot, but miss more then using the flop.
