Courses have been limited to US Open + (British) Open Championship courses.
It has been working for the Open Championships of 2010 (St. Andrews) and 2011 (Royal St. Georges), and for the US Open from 2009 to 2017. Recently, Shinnecock Hills and Winged Foot have not been implemented.
IMHO, contractual and cost details are the reasons to include or exclude any course, both being severe obstacles. Any course also has to fit into their concept, and it must match up with the available equipment. Nobody wants a couse unknown, and nobody needs a course shorter than 7,000 yds - it would be eliminated by the Champions!
