I don't think that is always the case. I think there are many reasons players play the way they play.
I don't want to project my own opinions on to everyone, but there are many players who think coins are worthless and that don't like playing in coin rooms. Still, if those same players enjoy playing in the Clash, it is beneficial to upgrade their apparel in the fastest way possible. The fastest way to do this would be in single hole lower level coin rooms. It is not a matter of competing with equals as much as winning as many as fast as possible.
There are many tier specific tournaments and competitions. If a competition is open to all players, then there is nothing wrong with players playing in those competitions, whatever their reasons might be.

My wish would be for WGT to force Champs and TC's into expert thus filling that field and alleviating the cut off being so low. force Legends and Tour Legends into veteran and leave the lower levels to play in the rookie division.
I get what you are saying here, but there is an extremely poor payout in the EXPERT division (percentage wise) when compared to the VETERAN division. I have seen many of the very best players in the game playing in VETERAN. This is just one of the many reasons that a player might not be playing where YOU think they should be.
Like all other competitions, if a player doesn't like the format, they shouldn't play. Participation will determine what stays and what goes. There is no reason to be mad or talk disparagingly about players who are playing a game they are eligible to play.
