    Basically keep on doing what you are, playing ranked stroke play games. As you get better your average will drop, when you have played enough rounds in each tier and got your average down to a predetermined level you will level up to Amateur, then pro, tour pro, master etc...

    You may also try making some friends and playing with them, you can learn a lot of good stuff from seeing others play, also reading the FAQs and forums will also be very useful, especially

    Keep playing Ranked Stroke Play Rounds, you're score will start to come down and before you know it you'll be up a tier.

    You're doing it right, just need to get your scores down.

    Practice, Practice, and a bit of patience.  There is no known definite moment when you make the jump to Amateur, but it will happen.  As the others above have said, playing ranked rounds will lower you're score average, which will bring you closer to a tier up..  And trust me-- it will happen.
