I dont understand what I can play someone in the MAtch Play Challenge. It says that there is a "Country/State restriction". what does that mean? how can I take it off so I can wager credits?

Your state is restricted from wagering in Match Play, also aren't eligible for Ready Go tourneys. It stinks for you guys, but it is what is, not sure there is much you can do about it.
