As far as being able to participate (for stakes) in 'skill-based gaming', as such, that is a legal issue that varies from one jurisdiction to another. As far as that goes, the blame should be on the legislature, not WGT.
Yes as you summarized there are two different issues
Being able to win cash prize
I personnally don't care about winning cash prize. It looks like it's a legal issue and WGT doesn't have much degree of freedom here. But I really don't know if it's really forbidden in Belgium. For sure, I am rather surprized that only 9 countries in the world allow it...
Being able to play competition without winning cash prize
Here WGT can chose to allow it or not. So this can be changed easily.
