Yes.
I agree it seems illogical if a legend has already played 400+ ranked rounds at that tier, and their average is only going down. It merely delays the inevitable.
Indeed, for those who have already played 400+ rounds as legend, their average can no longer increase, so those players who are today below 60 will still be below 60 after 100 additional rounds.
However, imagine a guy who turn legend the day before the change and play immediatly his first round as legend and post a 29/58 (for example he plays an easy round in a CC tourney or even he plays a tourney from shorter tee) then he stops to play that day. The next day (the day of the change) when i will connect he will be Tour Legend if those required 100 rounds were not necessary.

OK, here's how this makes sense. There are Legends that have been here for a long time, and through having shot 1000s of rounds since becoming Legend, their top 400 gives them an average below 60, even though on any given day they normally shoot above 60. I know my average is 62 but my real average is really 64-65 or higher in single play. In unlimited it's a bit lower lol. And my average is still fluid. For some, it can only go down. So it would make sense IF the 100 round counter ONLY applies to Legends who have below a 60 average right now, and then the Tour Legend tier applied to those who play below 60 for the next 100 ranked rounds regardless of prior average. OR, they could assign a predecided value to prior average and include all current Legends in the countdown. OR they could reset ALL Legend, have them establish new averages, and after 100 rounds you get moved if below 60. But regardless, I think anyone would have to play the 100 rounds before being moved to Tour Legend.
I also believe that with this, from now on, they should make averages among Legend and above completely fluid, rather than ceiling them at 400 rounds. That way no one ends up a Tour Legend through attrition, rather than skill. However, the rule about weighing tourney wins into tiering should still apply to Legends moving to TL, to combat a Legend trying to shoot great in RGs and other credit tourneys then bomb in straight ranked play, ie. the sandbagger legend.
As mentioned, I believe MPC success and Skins or any other money comp (exc. CC tourneys) should figure into tiers.
Then again, I also favor making all completed ranked holes figure into average, not just those of completed ranked rounds... So if you shoot a +2 for 3 holes in an unlimited, restart and shoot a -4 31 over 9 holes, what your average reflects is a -2 45 over 12 holes.
That's the only way to ever truly have true average.
