The 7th hole is not a hard par four. It is very long but fairly easy to hit the green and two putt for par. The 4th hole with all the elevation change and traps is virtually impossible to hit in two with a perfect wind and a lot of luck.
It is still a very easy par five but as WGT has mentioned, they set up the courses as they were set up for the US and British Opens that were played there that year. You will also notice that hole #15 from the Legend tees is about 30 yards shorter from the other tees, that was also a result of the tee length during the Open.
