I think that people have a misconception in this area.
The issue with multi account players is that they can achieve a high ranking and a number of credits and then stall out in their ability to win. They create a new account and start to give the new account, clubs, balls, etc. and gain an advantage. That is against the rules.
However if you chose to quit the account you have and open a new one, you forfeit all the balls, credits, etc. and reset everything. You can still argue that those players have an advantage since they know the game better but they have no more access to better equipment than any other hack. Many players that start on WGT have played TWO or other golf simulations and appear to be a multi account player, they aren't always they just have a better feel for online games.
It is tough to tell the cheats from guys who just want to start over. In the words of Lance Armstrong, I looked up cheater in the dictionary and don't think that what I was doing was cheating. The sandbaggers and multi account players feel that way.
