Excellent and very well covered from a broad users perspective, Alanti. Naturally individuals could have additional and valid suggestions which I hope they will bring forward.
As an amendment to your fine list I would strongly suggest that WGT to this list adds a quarterly announcement of what to be expected as I have seen in one announcement about mid 2013 expectations (thanks WGT).
Furthermore I suggest that this list be posted via their email account for voluntary User Prioritisation completion and return. That would function as a superb development indicator for WGT on how to achieve financially sound development plans and at the same time ensure a high positive customer satisfaction probability.
If necessary, WGT could indicate on a complete list if any suggestions were beyond realistic development costs ( or for any other relevant reason).
For one point of your list - your point on more courses for strokeplay - I would personally add that it also applies for match and skin games, and that there should be minimum 4 new courses per year and as an aim 6-12 new courses. (an option from users to suggest courses to be developed could be fun)
These would probably have to be accompanied by a simple and reasonable fixed pricing structure (add this option to per round as it is now on some courses). The possibility of also having a fixed (reasonable) pricing structure on balls would also be recommended.
