Ask yourself why an American company should publish guidelines which would be in breach of their country's constitution? Don't they have lawyers?

posts? Would you have to ask which natural or legal person can perform
censorship?
Did you ever read the First Amendment? It's easy to read because it's short - just one sentence. Do you know who gets instructions there concerning freedom of speech etc? It's not you and me, it's not WGT...
