If you want to always do it in 45 seconds, you shouldn't be playing. It should be a chance to meet someone and to talk a little now and then. I would rather have a 2 minute opportunity to ask a question and have it answered, even though it probably wouldn't take 2 minutes. Seven holes out of 9, I would probably take my shot in 30 seconds, but I would like to feel that a little conversation makes the game a lot more interesting, and the opportunity should be there.
When you start a game and invite someone to play with you, if you want him to keep his mouth shut and just play the game, use the 30 second option, and I will choose not to play with you.
If I start a game with a 2 minute opportunity, you can decline my invitation.
