Ironically I am in a similar position to JS - Australian Citizen, now living in NZ. When I joined the game I lived in Singapore.
Although I have been here a few years, I would like to move back home at some stage, but business interests, I am not sure when this will happen.
All my utilities etc are in the name of my company - a few things such as a personal credit card are in my name, so if that sufficed I could do so (I did get a local driving licence but also has no address).
Whilst I was initially going to get verified - as I have no chance of winning jack chit, I never did and I do NOT want to lose my Australian Flag - that is not negotiable!
I do purchase credits, but do not play RG's or credit matches, so I have really no point, nor value by adding personal info that could be hacked (although very unlikely, but still possible).
I understand your reasons David and could be a step in the right direction, however WGT must balance the benefits against players potentially leaving.
I 100% AGREE that something needs to be done to limit the cheaters abilities to rip off innocent players - this could help to a degree but is not a definitive solution.
The key is setting up a flagging system - new players who score well, cross checking IP's etc. Currently WGT is way to reactive not proactive, but conversely, we do not know, nor should know what combative measures they have.
Basically if a player wants to play the system, they will regardless if they are verified or not.
